Census 2027: What You Should Know
Census 2027 is India’s 16th census since the country began counting, and the 8th since Independence. It is the first to be conducted entirely digitally, enumerators will use mobile apps instead of paper forms, and citizens can now self-enumerate online for the very first time.
The census is conducted in two phases. Phase I, House Listing and Housing Census (HLO) runs from April to September 2026 and is what this guide covers. It records information about your home, the amenities available to your household, and the assets you possess. Phase II: Population Enumeration follows in February 2027 and will capture individual-level data, including, for the first time since 1931, caste information.
The Self-Enumeration window is a 15-day period that precedes each state’s 30-day house-listing window. Dates vary by State/UT, so check the official census website for your state’s specific schedule.
Why self-enumerate? When you fill the form yourself, you ensure accuracy in your own data. The SE ID you receive confirms your participation. If you skip it, the enumerator will collect your data during their visit — but doing it yourself gives you full control over what is recorded.
Step-by-Step: How to Complete Your Self-Enumeration
Step 1 — Visit the Portal and Select Your State
Open a browser and go to se.census.gov.in. You will land on the Self-Enumeration (HLO) Login page. From the dropdown, select your State or Union Territory. Then enter the CAPTCHA code shown on the screen. A speaker icon is available if you prefer it read aloud. Click Verify & Proceed.
💡 The CAPTCHA is case-sensitive. If it is hard to read, click the refresh icon next to it to get a new one.
Step 2 — Enter Your Details and Verify via OTP
On the next screen, fill in the Name of the Head of the Household (mandatory), your 10-digit Mobile Number (mandatory), and an Email address (optional but recommended). Your State/UT will be pre-filled. Click Verify & Proceed.
A 6-digit OTP will be sent to your mobile. You will also be asked to choose your preferred language for the form; 16 languages are available, including Hindi, English, Tamil, Telugu, Bengali, and more. Enter the OTP and click Verify OTP.
💡 The OTP expires quickly. If you don’t receive it within 2 minutes, use the Resend option that appears on screen.
Step 3 — Section A: Census House Details
The form begins with the physical structure of your home. A Census House is any building or part of a building that functions as a separate unit with its own main entrance.
You will be asked about:
- Predominant material of the floor — Mud, Wood/bamboo, Burnt brick, Stone, Cement, Mosaic/floor tiles, or any other
- Predominant material of the wall — Grass/thatch/bamboo, Mud/unburnt brick, Wood, Stone (packed or unpacked with mortar), G.I./metal/asbestos sheets, Burnt brick, Concrete, or any other
- Predominant material of the roof — Grass/thatch/bamboo/wood/mud, Plastic, Handmade tiles, Machine-made tiles, Burnt brick, Stone, Slate, G.I./metal/asbestos sheets, Concrete, or any other
- Condition of the census house — Good, Livable, or Dilapidated
A confirmation pop-up will appear before you move on. Click Yes to proceed or No to go back. Then click Save & Next.
💡 A Reset button at the bottom clears all answers in the current section if you need to start that section over.
Step 4 — Section B: Information Related to the Household
This section collects basic information about the people living in your home.
- Total number of persons normally residing in this household — all people for whom this is their primary residence
- Name of the head of the household — pre-filled from your login; confirm it is correct
- Name in chosen language — auto-rendered in the language you selected
- Sex of the head of the household — Male, Female, or Transgender person
- SC/ST/Other — Select SC, ST, or Other. A link is provided to view the official SC/ST list for your State/UT
- Ownership status of the house — Owned; Rented but has own house elsewhere; Rented and doesn’t own any house; Any other
- Number of dwelling rooms — rooms used for living or sleeping, not kitchens or bathrooms
- Number of married couples living in this household
💡 “Normally residing” means people for whom this address is their permanent home, not guests or those temporarily away for work or study.
Step 5 — Section C: Amenities Available to the Household
This section captures what basic amenities your household has access to.
- Main source of drinking water — Tap water (treated or untreated), Well, Hand pump, Tubewell/borehole, Spring, River/canal, Tank/pond/lake, Packaged/bottled water, or Other sources
- Availability of drinking water source — Within premises, Near the premises, or Away
- Main source of lighting — Electricity, Kerosene, Solar, Other oil, Any other, or No lighting
- Access to latrine — Yes (exclusively for household / shared with another household / public latrine) or No (Open)
- Type of latrine — Flush/pour flush (piped sewer / septic tank / other system); Twin pit latrine; Single pit latrine; Service latrine; or Night soil disposed into open drain
- Waste water outlet connected to — Closed drainage, Open drainage, or No drainage
- Bathing facility within the premises — Bathroom, Enclosure without roof, or No
- Availability of kitchen and LPG/PNG connection — Cooking in kitchen (with or without LPG/PNG); Cooking inside house but not in kitchen; Cooking in open/outside; or No cooking
- Main fuel used for cooking — Firewood, Crop residue, Cowdung cake, Coal/lignite/charcoal, Kerosene, LPG/PNG, or Electricity
Step 6 — Section D: Assets Possessed by the Household
This section records assets your household owns or has access to. Note that assets used for commercial purposes also count.
- Radio/Transistor — Yes (Traditional radio set / On mobile or smartphone / On any other device) or No
- Television — Yes (Doordarshan free dish / Other DTH or Dish / Cable connection / Any other) or No
- Access to internet — Yes (On laptop/computer / On mobile/smartphone / On any other device) or No
- Laptop/Computer — Yes or No
- Telephone and Mobile phone/Smartphone — Yes (Landline only / Mobile only: Smartphone or basic mobile / Both) or No
- Bicycle and Scooter/Motorcycle/Moped — Bicycle only, Scooter/Motorcycle/Moped only, Both, or None
- Car/Jeep/Van — Yes or No
- Main cereal consumed in the household — Rice, Wheat, Jowar, Bajra, Maize, or Any other
- Mobile Number (for Census communications only) — pre-filled; confirm or update
💡 For internet access, choose the primary device through which your household connects to the internet.
Step 7 — Preview Your Responses
Before final submission, a full Preview screen shows all your answers section by section, Location Information, Census House Details, Household Information, Amenities, and Assets. Scroll through everything carefully. If anything looks incorrect, use the back button to return to that section and fix it.
💡 You cannot edit your responses after final submission. Take a screenshot of the preview page for your own records.
Step 8 — Submit and Save Your SE ID
Click the final Submit button. A green success screen will confirm: “Your Self-Enumeration (SE) form has been successfully submitted.”
Your unique SE ID will be displayed on screen and also sent to your registered mobile number and email. Write it down or screenshot it immediately. You must share this ID with the enumerator when they visit your home. If you cannot provide it, a fresh enumeration may be required.
